Brief Bio
Markus Helfert is a Professor at Maynooth University, Innovation Value Institute (Ireland) and the Director of the Business Informatics Group at Maynooth University. He is a Principle Investigator at Lero – The Irish Software Research Centre and at the Adapt Research Centre. His research is centred on Digital Service Innovation, Smart Cities and IoT based Smart Environments and includes research areas such as Service Innovation, Intelligent Transportation Systems, Smart Services, Building Information Management, FinTech, Data Value, Enterprise Architecture, Technology Adoption, Analytics, Business Process Management. Prof. Helfert is an expert in Data Governance Standards and is involved in European Standardisation initiatives. He advises small and medium sized Enterprise in relation to Innovation and IT Management. Helfert has received national and international grants from agencies such as European Union (FP7; H2020), Science Foundation Ireland and Enterprise Ireland, was project coordinator on EU projects, and is the Project coordinator of the H2020 Projects: PERFORM on Digital Retail.

Brief Bio
Prof. Dr. Jörn von Lucke, born in 1971, studied business informatics at the University of Mannheim. He continued his doctoral studies and his postdoctoral studies in administrative sciences (Dr. rer. publ. and Privatdozent) at the German University of Administrative Sciences Speyer. He worked five years as a senior research fellow at the Research Institute for Public Administration, Speyer. The next two years he was employed at the Federal Office of Administration and the Federal Office for Information Technology in Cologne. In 2007 he moved to the Fraunhofer Institute for Open Communication Systems (FOKUS) in Berlin. In 2009 he became professor for administrative and business informatics at the Zeppelin University gGmgH in Friedrichshafen. He is also the founding director of the Deutsche Telekom Institute for Connected Cities (TICC) and was involved in the broadband project T-City Friedrichshafen. His current fields of research are E-Government, Open Government, Open Government Data, Open Budget 2.0, Open Government Collaboration, Web 2.0, Portals and One-Stop Government.

SCOPE
Over the last years a trend towards “openness” has initiated a wave of transformations and innovations across the public and private sector. At the forefront of this trend open data is seen as the facilitator for innovation and transformation. Evidence of openness can be observed in new forms of participation, collaboration, decision making and innovation as well as greater transparency in processes and access to data. In this context, the concept of Open Government has promoted many approaches and ideas that describe a common understanding of open governance based on modern technology and openness. The idea of open environments has also sparked a trend towards open innovation in the private sector, by which enterprises can benefit from open collaborations to gain new ideas in an open and participatory environment. The trend towards more “openness” involves opening existing structures of data, ideas, policy, people and processes. It has been accelerated by recent technological advances such as social networks, collaboration platforms, Big Data analytics and Web 2.0 that have the power to facilitate collaboration and data management. However, although open data and open innovation research has gained momentum, research about the relation between open data, transparent environments and innovation is still lacking. Furthermore cross-boundary research between private and public sector is still rare.
With this Special Session we aim to provide a platform for discussing novel approaches, models, ideas, results and case studies or experience reports addressing a broad range of issues related to open environments, open government and transformation as well as open innovation. We invite contributions from various related disciplines and emphasise the multidisciplinary and interdisciplinary character of this topic exploring how recent trends on openness impact enterprises, governments and society.
